บทคัดย่อ
การวิจัยครั้งนี้เป็นวิจัยเชิงปริมาณนี้มีวัตถุประสงค์เพื่อ
1) เพื่อศึกษาแนวคิดการจัดการศึกษาหอสมุดเทศบาลนครพิษณุโลกเพื่อส่งเสริมการเรียนรู้ตลอดชีวิต 2) เพื่อศึกษาวิธีการออกแบบหอสมุดเทศบาลนครพิษณุโลก 3) เพื่อศึกษาความคิดเห็นของผู้ทรงคุณวุฒิที่มีต่อการออกแบบหอสมุดเทศบาลนครพิษณุโลก
มีจำนวน 5 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ
แบบสอบถามความคิดเห็นของผู้ทรงคุณวุฒิที่มีต่อการออกแบบ
และทำการวิเคราะห์ข้อมูลโดยใช้ค่าสถิติ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และค่าความเบี่ยงเบนมาตรฐาน
ผลการศึกษาพบว่า
1. ผู้วิจัยได้ศึกษาองค์ประกอบของโครงการ
ข้อมูลทางกายภาพ และระบบเทคนิคต่างๆ ที่เกี่ยวข้อง
กับพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 กฎกระทรวงกำหนดสิ่งอำนวยความสะดวกในอาคารสำหรับผู้พิการหรือทุพพลภาพ
และคนชรา พ.ศ. 2548
2. แนวคิดในการออกแบบเน้นการใช้งานเป็นหลัก
โดยออกแบบอาคารให้เป็นทรงตัวยู
เพื่อให้อาคารนั้นมีพื้นที่สีเขียวอยู่บริเวณตรงกลาง
และจัดห้องให้เหมาะสมกับทิศทางแดด ลม ฝน
เพื่อให้สามารถใช้งานห้องได้อย่างมีประสิทธิภาพสูงสุด และดึงดูดให้คนมาใช้บริการเพิ่มมากขึ้น
3. ความคิดเห็นโดยเรียง 3 อันดับมากที่สุดคือ
ข้อที่ 7 เลือกใช้ระบบโครงสร้างที่แข็งแรง
มั่นคง และทันสมัย (มีค่าเฉลี่ย 4.33) รองลงมาคือข้อที่ 2การออกแบบเอื้ออำนวยต่อการใช้งาน
(ค่าเฉลี่ย 4) และข้อที่ 3 ระบบอาคารออกแบบได้ถูกต้องตาม พ.ร.บ. และกฎกระทรวงกำหนด
The
objectives of this research were 1) to study the concept of educational
management in Phitsanulok Municipality Library to promote lifelong learning, 2)
to study how to design Phitsanulok Municipality Library, 3) to study the
opinions of experts on library design in Phitsanulok Municipality, consisting
of 5 people The instruments used for data collection were Questionnaire for
expert opinions about design and data was analyzed the data by using
statistics, frequency, percentage, mean and standard deviation.
1. The research results revealed that
the components of the project. Physical data and various technical systems

building facilities for the disabled or the elderly people, 2005
2. Design concepts emphasize mainly
on usability by designing the building to be a balance U-Shape that the
building has a green area in the middle and arrange the room to suit the
direction of the sun, wind and rain so as to be able to use the room with the
most efficiency And attracting more people to use the service
3.The most opinions are Choose a
structure that is strong, stable and modern with an average of 4.33, followed
by the design that facilitates the use of an average of 4 and the building
system is designed correctly according to the Act and the Ministerial
Regulations
